2D CAD with background image map (qcad? brl-cad?)

On my Qcad,

Draw > Image

Allows you to insert an image onto the drawing.

I can then draw on top of that image.

As others suggested, there are GIS applications for Linux as well.

If you are doing this on a regular basis, the GIS application would be 
better.
