These guidelines say nothing about whether an application works or not.

Note that in this case Paul Johnson was advised 
to submit a package to the Fedora repository 
even though he (Paul) did not think it worked properly.

It would be disastrous if it were thought that Fedora accepted packages
known by their submitters not to work.

Imagine writing to the author of a package to complain that it did not work,
and being told, "No, it didn't work for me either".
