That shows it's set to be automatically started, or not, but doesn't
show whether it's actually running at the moment.

Are you using encryption with your WiFi?  It was my understanding that
NetworkManager would start the service if it needed.  But you didn't
need to have the WPA daemon running all of the time, and that it would
cause you problems if you did.
