The problem is that it doesn't work like the move of anything else. What
I'd like is to press and hold on a panel icon and drag it to its new
position. That seems to me intuitive. And note that press-and-hold
currently doesn't do anything so it's free to be used. Having to start
and stop the move as two separate actions is just deeply wrong :-)
