F8->F9 preupgrade hung at "downloading installer metadata..."

This is the third time I've run up to this point, and it's gone for as 
long as 15-20min without moving.  Here's the console output thus far:

$ sudo preupgrade
No package matched to remove

Anyone else seeing this?  Are the mirrors just overloaded?
