Fedora 8, Azureus and ToS

I'm trying to set the ToS bits in Azureus, I would prefer CS1 or 
precedence 1 but pretty much anything other than precedence 0 or 5 would 
be acceptable to me.

Although the documentation (I found) was sketchy I've tried setting the 
TOS value under advanced network settings but I've had no luck in 
changing the ToS values in the packets that are seen on the wire.

Any suggestions?  I'm using Sun's Java 1.7.0 with Fedora 8 running x86_64.
