Keyboard preferences

Hi.  I'm currently running F9 (updated from an alpha install) and
gnome with fvwm as the window manager.  I've noticed that I need to
bring up the keyboard preferences dialog when I first login in order
for my preferences to take effect.  (This might be true for all
preferences, as far as I know, but I noticed it with the keyboard
prefs.)  gnome-settings-daemon is running; should it be handling
things like that?
