You're sending from "mickey? and I assume that you're sending as the user
mickey.  Therefore, ssh expects you to log in to the remote system as
"mickey".

If you want to send from user mickey and but log in remotely as jim, then your
command line should be:

scp george.txt jim at 172.16.1.33:/home/jim

It's not a bug.  It's the way that ssh works and, when you think about it, it
makes a good deal of sense.
