SCIM and other Problem in XFCE in FC9

I think this indicates that the problem isn't in SCIM.

I think this also indicates that the problem isn't in SCIM.

Seems to point to that.  I don't use XFCE so I can't help with that.  It 
might be configuration.

These sound like bugs.  You could go here https://bugzilla.redhat.com/ 
and see if they have
already been reported.  If not, you could report them.

Do they use Fedora 9?  Or are they having problems on other OSs.

When you have the problem, if you open an xterm and type dmesg, are 
there any messages indicating what the problem is?
Can you configure SCIM to debug mode so it puts out lots of messages?  
Though this might not help as it sounds like SCIM isn't even being 
invoked.  Perhaps XFCE will put out error messages.
