No, you are mistaken.

If you do nothing special, "yum update" will continue to update to F9.
It will NOT change to F10 automatically.

"Special" in this context means one of the following:

a) Install and run preupgrade.
b) Enable the Rawhide repo and update from there.
c) Download and install one of the prerelease ISO images, or the final
release when it comes out.
