OK, something called IGD DVMT Memory was set at 128MB. I upped it to
256MB. First impressions after 5 minutes of use are that it does seem to
make a difference, i.e. there are still some repainting bugs but they
are less egregious than they were.

The glxgears test is no better unfortunately.
