 'control center > desktop > window behavior > moving',
 '[]allow moving and resizing of maximized windows' = un checked.
 'placement: smart'

open 'ktorrent', note 'sizing' icon in upper left. if it is a *double square*,
click it to a *single square*. cursor to a corner, when pointer changes to
*diagonal double point*, left click and drag inward. close 'ktorrent', then
reopen to see what happens. if cured, never close with window 'maximized'.
