gnome panel icons rearranging themselves on reboot

Hello,

sulfur
gnome 2.22.3

Every time I shutdown or reboot, the icons on the gnome desktop panel are all shuffled around. See attached screenshots. This in spite of them all being locked. Wondering if anyone else has experienced this problem and have a suggested fix? Thanks.
