yum-aliases.noarch 1.1.15-1.fc8 updates-newkey
yum-allowdowngrade.noarch 1.1.15-1.fc8 updates-newkey
yum-arch.noarch 2.2.2-2.fc7 fedora
yum-basearchonly.noarch 1.1.15-1.fc8 updates-newkey

yum-refresh-updatesd.noarch 1.1.15-1.fc8 updates-newkey
yum-security.noarch 1.1.15-1.fc8 updates-newkey
yum-skip-broken.noarch 1.1.15-1.fc8 updates-newkey
yum-tmprepo.noarch 1.1.15-1.fc8 updates-newkey
yum-tsflags.noarch 1.1.15-1.fc8 updates-newkey

yum-versionlock.noarch 1.1.15-1.fc8 updates-newkey
yumex.noarch 2.0.4-1.fc8 updates-newkey
And yum-changelog is a package that can be installed.
I guess once that package is installed (as well as a number of other
useful yum packages) then yum-changelog can be used...
