Reasons behind defaulting isdn [was atd and sendmail]

Actually, an even better question is why is "isdn"
defaulted to "on"? Does anyone in the world have
an isdn connection and modem anymore?

How many people have smart cards? Yet pcscd and openct
are also defaulted to "on".

There are lots more mysteries than just atd and sendmail...
