Delivery Status Notification (RFC 1891, see
http://www.faqs.org/rfcs/rfc1891.html). It's supposed to allow you to
discover if your message was received by the other party (not just that
it reached the other guy's mailbox but that he opened it), but since
many people configure their mailers not to respond to it it's
essentially useless outside of corporate locked-down environments. Plus
it's an enabling tool for spam.

I don't think it's the cause of your problems though.
