In a terminal as your user: 

xfconf-query -c xfce4-session -np '/shutdown/ShowHibernate' -t 'bool' -s 'false'
xfconf-query -c xfce4-session -np '/shutdown/ShowSuspend' -t 'bool' -s 'false'
