Actually it does have all my changes:

[josh at panther linux-2.6.29.i686]$ cat config-i686-PAE | grep SMP
CONFIG_BROKEN_ON_SMP=y

CONFIG_X86_FIND_SMP_CONFIG=y

Have you checked that the .config in the BUILD dir
still actually contains what you want, after building?
IIRC, rpmbuild -bb recreates the BUILD directory, and your
changes are lost.
Try editing the config files in SOURCES, instead.
