KDE 3.5 in Fedora 10

That seems like a bug for me. I use KDE 4.2 from update- testing repository 
and it doesn't behave that way with dual display. I can pretty much do all 
that I did with KDE 3.5 now with KDE 4.2.
Maybe file a bug report with more information about your configuration.
