Looks like either the mirror is broken or your network connection is.

Try installing the file from another mirror maybe, e.g.:
rpm -Uvh http://sunsite.mff.cuni.cz/pub/fedora/updates/10/x86_64/gpm-1.20.5-2.fc10.x86_64.rpm
