ftp question

Are you using vsftpd with virtual users on the server? If so make sure 
you have the guest_user and no_priv option turned on in 
/etc/vsftpd/vsftpd.conf. Something like;

nopriv_user=vsftpd
chroot_local_user=YES
guest_enable=YES
guest_username=vsftpd
local_root=/var/ftp/$USER
