httpd server gone mad

Your problem is not probably not httpd itself.  It is still running,
which is why a "start" failed.  What you are seeing with the multiple
httpd processes is normal.  Check your httpd.conf and you will see
"StartServers" which controls the number of server processes started. 

Check your logs to see what requests are being sent to it by your
browser and what it is serving up.

FWIW, if httpd wasn't running you wouldn't get a blank page.  You would
get a "server not responding" indication in firefox.  You can see what
you would get by stopping httpd, trying a firefox request, and then
restarting.
