What is the output of
$ su -
passwd:
# ls -l /etc/ppp/ip-up

In my case it is the following:
[olivares at localhost ~]$ ls -l /etc/ppp/ip-up
-rwxr-xr-x 1 root root 430 2008-11-11 10:51 /etc/ppp/ip-up

This might help find out what is happening.

Regards,

Antonio

[olivares at localhost ~]$ uname -iprm
2.6.30.2 i686 i686 i386
