No, there is no need for gnome-packagekit. Read "Feedback" section on this 
page:

You can also add you comments there. A dirty and temporary solution is to 
download the rpm file and use "rpm -Uvh --nodeps system-config-printer..." 
to force installation without gnome-packagekit.
