F10 -> F11: preupdate fails: "Unable to read package metadat"

Hi all,

I got an error message after running preupgrade and rebooting:

"Unable to read package metadata. This may be due to a missing repodate
directory. Please ensure that your install tree has been correctly
generated." 

Anyone know what is going on here?
