rpm --import fails: what is wrong?

Dear Folks,

$ sudo rpm --import /tmp/NICK-GPG-PUBLIC-KEY.txt 
error: /tmp/NICK-GPG-PUBLIC-KEY.txt: import failed.

What am I doing wrong here?

Am running F11 on a 32 bit P4.
