Culprit is imsettings!!!! What is imsettings:

Description :
IMSettings is a framework that delivers Input Method
settings and applies the changes so they take effect
immediately without any need to restart applications
or the desktop.


Bravissimo!

yum remove imsettings is the solution.... All scim packages are
uninstalled....

Packages for typing scripts with diacritical marks like.... ^ and ¨
