I accidentally sent my message to the wrong list, I intended to send
it to the xfce list and hit the wrong address.
I got essentially the same answer there:
Of course you can:
cp /home/user1/.config/xfce /home/user2/.config/
chown -R user2:user2 /home/user2/.config/xfce
That information enabled me to clear a couple of problems.
