Mock can't build x86_64 packages

Mock doesn't cross-compile, it only runs binaries that can be run
natively on the base system.  It just so happens that x86_64 can run
i686 binaries natively, so you can build i686 on x86_64.  Since i686
cannot run x86_64, you can't build x86_64 on i686.
