Why does laptop battery show < 100% charge

well...  I'm using tp_smapi on my IBM ThinkPad R51 .. with fedora 11 and 
it works fine for me .....

  ( stop charging threshold is not working as well ...... if I  set 
St.Char.Tresh to 80% it stops charging on 70% or 75% )
