BuildRequires on python-abi

How exactly is that any better than "BuildRequires: python"?

If there's some specific version you know a package _can't_ be built
against, then adding something like this makes sense.  I'm just not sure
it's worth the trouble for the normal case.  It's just more data, not
more useful data.
