Well, given:

- this will contain more than just SSL, TLS, SSH(?), etc. keys and certs
- the end user who thinks "PKI? What's that?" shouldn't be looking at
  the directory
- the sysadmin who thinks "PKI? What's that?" can afford some education. :)

I'd think /etc/pki is more practical.
