This solution is not so obviously as it seems to be. Handling of locale
directories is still unsolved.

Plus, there are lot of Fedora Core packages violating this rule and are
leaving unowned directories. Fedora Extras packages using these dirs and
requiring a package which should own them but does not do it, are doing
the right thing but violate the MUST-OWN rule.
