Err, can't the -static package just requires the -devel package with the same EVR?

Yep, by user here I meant developers of the distro, as in users of -devel
packages.  Sorry for the confusion. :)

Indeed people who don't need -devel packages don't need -static either.
My concern is developers having to download static libs that they never use.
