GConf schema packaging guidelines

	The configure option is slightly less likely to work because it
requires packages to add AM_GCONF_SOURCE_2 to configure whereas the
GCONF_DISABLE_MAKEFILE_SCHEMA_INSTALL env var is handled by gconftool
itself.
