picking the best option from similar packages

Looking at the distro, there are some cases where we have duplicate
functionality where it's not immediately obvious (at least, to
me) which is the right thing to be Core and which might be better
as an Extra.

The ones right now are:

a2ps -vs- enscript

These obviously have a large overlap.

netpbm -vs- ImageMagick

Right now, both of these are in the dependency chain, so it may
be a moot point for now. But picking one seems to be the way to go.
