Packages that require DBus

I am building 0.32 in beehive right now.  Packages that require dbus do
not have to recompile as there is no API or ABI changes.  However, any
packages that specifically require a particular version of dbus (i.e.
dbus = 0.31)  should change to using dbus >= 0.31.  If the API changes
we now bump the so names so adding the >= will allow me to update dbus
without having to bother other package maintainers unless the so names
are bumped.
