dev86 removed from Core

dev86 was removed from Core as of last night, as nothing requires it
to build now.

There do not appear to be any Extras packages that require it to build as
of a quick check; however, if you maintain a package in Extras that does
a) make sure you have proper build reqs :)
b) you may want to consider porting it to the stock tools, or including
   dev86 in Extras
