The impending end of FC2 NEEDINFO bugs...

Closed bugs may still be located using keyword searches.  If they are
any more prominent than that, then there is little point even
pseudo-closing them.

The NEEDINFO state seems adequate for this, as does CLOSED/DEFERRED.
