Build system: devel builds are failing

I'm getting that for development mock builds locally too. I had to 
manually create new repodata and it still didn't work because of sqlite 
dependency issues:

/usr/sbin/mock-helper yum --installroot 
/var/lib/mock/fedora-development-i386-core/root groupinstall build
Error: Missing Dependency: libsqlite3.so.0 is needed by package rpm-build
Error: Missing Dependency: libsqlite3.so.0 is needed by package rpm
Error: Missing Dependency: libsqlite3.so.0 is needed by package rpm-libs
