New packages policy

Recently I added several packages to Extras devel after going through
the 'formal' procedure to add new packages.

I'd like to see several of those packages in FC-4 extras as well
(specifically gtkmathview and link-grammar, as they will be a dependency
for AbiWord 2.4). Does the approval I got for Extras devel hold for FC-4
Extras as well?

PS. Maybe it's a good idea to add this to the Wiki as well (if it isn't
already there and I just missed it).
