Handling mandatory config file updates

Which is where things are at now, but as I mentioned, I'd like to push
an update if possible.  (It's no big deal if its not possible, but
users have asked me about it.)  I suppose your answer implies what Red
Hat would do in this situation were the package in Core; are the
strictures different for Extras?
