new for FC6 and later: Package Review!

One thing we're going to introduce for FC6 and later releases is
package review of all new packages intended for Fedora Core.

We're basing this off of the Extras Review process.

Some quick FAQs before we go completely live:

- Why?

  Peer review is good. Increasing quality by catching packaging
  errors before they go live is better.. Educating packagers so
  that packaging errors aren't repeated is even better than that.
  
- How will it work?

  We hope to have more docs available soon, but, for noew, see
  the process at:

  specifically, the sections on 'Make a Package, Upload Your Package,
  and Create Your Review Request'.

- What should a reviewer look for?

- Who can review?

  We'd like to open this to the community both inside and outside
  Red Hat; it's the only way to really scale this. Moreover, by
  implementing the culture of review for both Core and Extras, we
  expect to be able to increase the number of available reviewers,
  to accelerate and better the process for both Core and Extras.

- What about already existing packages?

  Throw them in the review system! Can't possibly hurt.
