icon cache scriplet guideline update

So as from when, will this guidelines be applied ?

In accordance to

(I know it's a draft)

xdg-utils is not available for FC6 and earlier (Core) packages, so
this policy does not apply there

chitlesh(SPECS)[1]$rpm -q xdg-utils
xdg-utils-1.0.1-1.fc6

Now it's already in FE!
