With the new buildsystem coming, there will need a step to 'add a package to a 
collection instance' before the package will be allowed to be built.  This 
prevents the problem of "it's in CVS, it can be built" issues.  So while 
branching may happen automatically, an admin will still need to add the 
package/set the owner before it can build.
