That won't work.

foo-2.3-4%{?dist} for fc5 would become foo-2.3-4.fc5 and for devel it would be 
foo-2.3-4.  Now you have an fc5 package that is rpmnewer than the devel 
package.  -EBROKENUPGRADEPATH :/
