er, no.  Upstream issues a new release of foo.  The maintainer of foo wants to 
release this for all the currently live distro releases, say FC6, FC5, and 
the development tree.  So the package is exactly the same across the board, 
the only differences are the dist tag.  You wind up with .fc5 and .fc6 added 
on to the updates version, and no tag on the development version.
