That won't work.

foo-2.3-4%{?dist} for fc5 would become foo-2.3-4.fc5 and for devel it
would be
foo-2.3-4.  Now you have an fc5 package that is rpmnewer than the devel
package.  -EBROKENUPGRADEPATH :/

But you first have to add a patch and increase the number if you build
a package for the updates, so this should really work nicely.

You can probably have devel = fcn.50, test 1 fcn.90, release = fcn+1 if
you really want it

That's approximately what Axel had proposed awhile back.
