That's certainly *an* answer. However, someone who has stayed on RHL 9 for
so long probably has done so because they really *don't* want a bunch of
things which are design goals for Fedora, including "rapid change" and
"leading edge".

Well, that's a problem -- there's really not a lack of interest. There's
lack of resources, but not interest. And by definition, anyone who wants
RHL9 still supported will respond to the above with "But *I* am interested!"
