Are you kidding ? Most contributors do not have a ready-to-use cvs
server someone else set up, maintains and graciously allows access to.

Even writing an eclipse hg or git plugin from scratch has more appeal
than trying to teach countless contributors how to set up and maintain
their own cvs server.

cvs is a dead end. There's a reason cvs replacements are mushrooming
today
